Under the general direction of the Deputy Director of Maintenance and Operations (C.E.A. C), the Staff Services Manager II, (Specialist) serves as a program Chief of Staff providing consultative, administrative and program guidance and support services to the Deputy Director on complex issues and policy matters of critical concern to the department generally but Maintenance and Operations, Traffic Safety and Equipment, specifically. The incumbent is responsible for statewide responses to programmatic
inquiries. This positions requires a high level of confidentiality that must be exercised when addressing sensitive issues.

Position located at 1120 N Street, Sacramento.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
STATEMENT OF QUALIFICATION
Please provide a Statement of Qualifications (SOQ) describing your experience by answering the following questions. The SOQ should be double-spaced, size 12 Arial font, and no longer than two pages in length. Be sure to include the number and question in your responses.
1. Describe your experience, expertise, and key skills relevant to the Chief of Staff role, including your ability to prepare meetings, analyze data, evaluate reports, and develop strategies to achieve departmental goals and objectives. Provide specific examples from previous positions that demonstrate your qualifications.
2. Discuss a time when you managed high-level priorities, coordinated across multiple divisions, and communicated complex information to executives and stakeholders. How did you ensure continuity, efficiency, and clarity in your communication, and what methodologies or strategies did you use to optimize results?
3. Share an example of when you facilitated collaboration between divisions or programs, provided strategic recommendations on policy or operational actions, and ensured confidentiality in sensitive situations. How did you maintain professionalism and navigate challenges while keeping deliverables effective, efficient, and timely?

Ability to convey ideas and present information clearly and logically, both orally and in writing. Demonstrated capacity for assuming the most difficult management and administrative responsibilities.
Knowledge of Caltrans' policies and management procedures. Demonstrated knowledge of the principles and best practices of civil service, leadership, public and business administration, strategic planning, process efficiency methodologies, performance indicators, data analysis, and employee development and training.
